This merge request introduces the final stage of NCC in it's alpha stage.

Important Developer Notes

NCC Is not optimized at this stage, performance & memory usage will suffer in some parts
Missing 'Update' method, NCC at this stage cannot update packages. The next release will feature this.

But like anything, feel free to report the issues.
